Representative Hanna’s website about reporting damages:
FOR IMPACTED INDIVIDUALS AND MUNICIPALITIES
Individuals and impacted municipalities should work with their county emergency coordinators who are working with New York State to survey flood damage. Federal aid cannot become available until the counties and State meet specified threshold levels, so be sure to report damages to your county emergency coordinator:
Oneida County Department of Emergency Services: 315-765-2527
Herkimer County Office of Emergency Services: 315- 867-1212
Madison County Emergency Coordinator: 315-366-2258
Chenango County Emergency Management (Fire Bureau): 607-337-1862
On July 1, 2013, a FEMA team was deployed to upstate New York at the request of the State to assist with, and support, its preliminary damage assessments.
